1980s Uncut Sheets Pick-up

The only reason I bought these were because I have never seen 1980 Topps Football sheets.
Anyone have any ideas on the 1985 Topps sheet? Was it manufactured in error? Both sides of the sheet are printed with card fronts, but one side has the rougher cardboard finish that the back of the card would have.
There are 3 of each 1980 Topps Football Sheet, 14 1988 Topps Football 100 Yard Club Sheets, 1 1985 Topps Baseball Sheet, and 3 1988 Topps Baseball Bigs Sheets.
