1892 Columbian Expo Commemorative Half Dollar -- NGC MS-64 PL -- Really Looks Like a PROOF!!

This coin is not only deeply Prooflike, but it has more of a proof appearance. I am surprised that NGC did not at least attribute it with their DPL designation -- unless perhaps they do not use that designation for commemoratives, as I know they do for Morgan Dollars.

The original owner tried twice to get this coin certified as a proof, and also participated in an NGC Presidential Review about it.
