Question re PSA grading centering standards

Looking at the PSA standards for, say PSA 9, it says "Centering must be approximately 60/40 to 65/35 or better...").

Does that mean it needs to be 65/35 or better? I am confused as to why there are 2 different ratios used.

Also, if a card is not centered both T/B and L/R, is it graded more harshly than if it's either/or? Or as long as it falls within the 65/35 each way would that be OK?

    Conflicting requirements are there to give PSA the option to raise or lower the grade depending on "eye appeal". Otherwise people would be pulling out the rulers and insisting that they grade card by measuring.

    They don't seem to be very consistant to me.
