Coin cleaning/dipping and re-toning question

A few years ago I was at a coin show and a dealer showed me a bust half that I thought had been cleaned or dipped. It was a very detailed coin with no distracting marks but had a dull look to it. He had the coin in a small yellow/gold envelope. My question - was he leaving it in the envelope for it to get toning? I also wonder how long you would have to leave the coin in an envelope for it to get toning. Any comments or answers would be appreciated. Hope I am not opening a can of worms. I probably should have asked him but didn't want to insult his coin
