Canadian silver $20 commems for $20

That's the most popular product line this year at the Royal Canadian Mint: link.

You can buy up to three at a time on the RCM website.

But I wonder: can I really walk into a bank in Canada (or the U.S., for that matter) and cash in those coins? When a decade ago silver hovered at $4 making the Ag maple leaf close to face value wasn't there a law passed limiting how many collectible coins could be cashed? Does anybody know how this works and applies today?
