Upload to a hosting site like Photobucket and reduce to the size you want. You can then post to this site.

This is a free online site for resizing pictures. I have used it and it works very well.

Scan at 300 DPI

Crop

reduce to 400 dpi

Save as Jpeg

Your good to go
