I would say mid to late 80's right up to today. My reasoning for including today's product is that there is probably 1 or 2 cards per box that have any value at all, the rest are so worthless many people throw them away after pulling the "chase" card.

I've never understood why Topps, or the other manufacturers won't release production info on stuff 30 years old. What's the harm? It would be real interesting how much they produced from year to year.
I've always heard about the 1984 Donruss being this really scarce year and low production run, but it sure seems like I see a lot less 84 Fleer than 84 Donruss....I'd bet that it would come out there were much less Fleer produced

I'll say 1986-1994. It is amazing how much of the older 60's stuff is still available. When I see this and then think about those over production years; I wonder how much of this stuff there really is. Is it a 100 or a 1,000 to one comparison?

I would stipulate that it is a dead period for major producers like Topps, Fleer and Donruss except for a few tiffany/glossy or special issues like Desert Storm, or test issues like Aqueous. There are many reasonably produced products from 1980 to 1992 but you couldn't typically buy them at every corner. To me now its the thrill of the chase to try and reel in some of these gems. ebay does wonders for this. Standard Catalog really opened my eyes. Some Minor League, police and team issued sets come to mind as well as cards issued only in a certain country or province too. Searching via Beckett.com and using the pop reports from PSA helped find that they exist as well.
From 1948 until 1994 I collected everything listed for Topps in the SCD Standard Catalog . In 1995 the number of sets/items listed for Topps baseball went from 8 to 18 and I surrendered. After 94 I just got the regulars sets, any update, and since 2001 the Heritage sets.
I also collect Fleer baseball, 1923 and 1959 to 2007. SCD had 10 Fleer set/product listings in 1993 and it went to 23 in 1994.

Sounds like cards are back to square one. Instead of putting cards in packs of tobacco to increase sales, they are putting cards in packs of cards to increase sales.
Well for 1989 Donruss, I know they only made 500 sets, 500 of each card. This is fact. And I got 499 of the Jose Canseco's. So I got that going for me. Wonder who the lucky person in the world is that has the 500th.
not me. I loaded up for 700 of the Hensley Muelens DP. good thing there were 1000 of those though, otherwise grown men would still be fighting in the streets over them.

The Topps 1989 Heads up set ( as opposed to the 1990 set) is also pretty tough...and pretty lame
