Are PCGS and NGC coin numbers certified in chronological order?

Can you tell when a coin was certified by the number on the slab? Are there records that collectors can access to find out? Thanks.

No, they do not. PCGS does slab items on the same submission sequentially. NGC labels everything on the same submission with the same numbers before the hyphen. Example: 123456-001, 123456-002, etc. Other than that, no.
