eBay question

So, I had a $5 BIN hit, guy took 8 days to pay. Item came back to me today unopened, with REFUSED, RTS on it.
I haven't contacted him yet. When I contact him, if he still wants it, can I ask him to send paypal again to cover shipping, or does that violate TOS? If he refuses, I assume I risk neg feedback or just have to eat the $2 shipping cost to resend. Thoughts/suggestions/experience?

    Anything you two can agree on will be fine. If buyer is not agreeable, just take care of him, it's a low dollar item and not worth getting into any dispute over.

    EBay will most likely side with buyer anyway. Be proactive, it will make you look good.

    That was my first thought (possible wrong address), but then it wouldnt have been marked REFUSED, plus it was the address from paypal.
    My main concern about asking for the money was risking some sort of TOS violation.

    I wouldn't do anything until the douche contacts you. There's no way you should be on the hook for shipping twice.

    refund his 5 bucks and block him

    better yet - use the new "report buyer" link on Ebay to be proactive
