When did PCGS start labeling Accented Hair Kennedy halves

Teletrade has records for that variety since 2/1999.

Not sure when they started, the accented hair has it's own coin number 6801 so you don't need to pay attribution to get it on the holder if you submit using that number.
If coins are submitted under the regular number 6800 they might not note it on the holder so it's possible that there are some accented hairs in holders from after the time they started labeling them that aren't labeled.

Wasn't it listed in the Red Book prior to PCGS going into business. I gave away all my old books but if it was I would say they listed it from the start.
