Royal Mint Proofs (especially for Commonwealth Countries): Authorized versus Released Mintages??

OK, I am trying to still figure out if the mintages listed on Royal Mint products (by them), especially those struck for Commonwealth countries like Malta or Jamaica are the authorized mintages or the actual number struck as some seem "over-reported".


I suppose that the number released would actually be the most important number. Also, I know that they sent some of the mintage to the Central Bank of the Country in question (e.g., B of Jamaica) so that might skew numbers as well??. I wonder if anybody has the answer or insight as the RM has not responded to my query - maybe nobody knows! Some seem to be scarcer than reported mintages, so if they are accurate numbers and not melted/recalled/destroyed, there must be a bunch sitting in vaults accumulating dust.

I think that the same question might be extended to the Franklin Mint as some of the Bahamas issues (if anybody cares) seem scarcer than reported mintages and others more common. I can think of the British Virgin Islands 1984 $25 proof peregrine falcon listed as mintage of 97. This thing seems to show up too frequently for that number.
