It is possible they sent them in knowing good and well they were cleaned. Perhaps they just wanted a details grade. I have, in the past, sent in problem coins just to get in a holder with a details grade.

Agreed, most of the 92's could not be sold for the holdering fees. If this is a newbie collector, he or she will probably be through with coin collecting.
This submission reminds me of one of the more depressing collections I have purchased. Guy bought the stuff before my time but put together XF/AU+ sets of Walkers, SLQ and Buffalo Nickels including keys and overdates no 1916/16. Bought original nice and crusty coins. When his wife told us he had passed we were glad to have the opportunity to buy the coins back. Little did we know HE CLEANED EVERY ONE OF THEM. Well some of the common stuff was white and unscrubbed but everything that mattered was cleaned. We sent a lot of the better stuff to NGC to get them into details to maximize saleability on eBay. In the end NGC was a bit more liberal with their definition of market acceptable cleaning but I could have easily seen results like this.
