Help...1996 Scoreboard Basketball??

I am looking for some more information on the below card. I think it's a Scoreboard redemption card for a Topps 1996 set, but if anyone knows for sure the set name, other details etc. Does anyone know what other cards are in this autographed set? Does PSA grade these? thanks in advance!

1996 Topps NBA Stars. Yes, PSA grades them.

I'm not an expert but that signature doesn't look good. In addition, there are fake autos on that set and others with a Scoreboard embossed stamp on them that is usually a red flag in itself.
