What color is missing?

I happen to have these 2 cards from 1970 and its plain to see they are different. Not just slight printing variation but it looks like a color is missing in the photo. I dont know how they printed things back in 1970, but I would guess it is a 4-color process like newspapers. So my guess is black did not get printed, but it is there with lettering. So I am not sure if photos were printed separately from borders and text. Anyone know? Or is it just a bad print?

With no error listing, is a printing error the same as a misprint? or printing defect?
