Fields are cleaner in hand.. I don't know why they look so... spotted. Steps are frosted as well, that's just a byproduct of crap lighting.

I would say purchase a low grade (61, 62, 63) inexpensive DCAM at your next coin show. That'll make a handy reference you can compare things to.

The devices aren't frosty, and the fields are dark and reflective enough for either.

I give it 99 to 1 odds that it goes Cameo. Looks like a PR-65CAM to me. Could be PR66CAM after a bath if done right.
