ebay buying question

I should know this but....

If a buyer pays a seller other than paypal...such as bank transfer or check....

can the seller mark the transaction as item paid for?
and if he can does ebay then credit you with the ebay bucks?

You need to pay with PayPal to earn ebay bucks.
