I'm fuzzy on this as it was and if and when it ceased.....in that Phillipine pesos passed at two to the dollar and were Legal Tender in the USA. Anyone care to comment or post an M mintmark coin

Were the Conant coins legal tender in the continental US at the time of issue?

Does anyone know of a copy of the 1903 Coinage Act online?

    quick find first:

US Supreme court Case from 1910 Re: Conviction of Illegal Exportation of Silver Coins or Bullion made from Silver Coins from the Philippines.

    Conviction upheld.

t's a few paragraphs of background with the pertenant laws here and there covered first, then a few more paragraphs of legelese to read on the story, consideration and ruling.

    Interesting.
at least up until the conviction and probably the 1910 case, possibly yes (up to 25 Pesos per person per trip was ok) but not full out trade, because they could not leave the Philippines in quantity.

Laws change, too. At some point, it may have become moot in the least, if not changed.
