Nice coin and pic. I'd say 67 or 8. A 68 just sold on eBay for less than $4 eBay These come very nice from the 2003 Mint sets often. I presume that's where it's from?
The rev looks like it has a slight rinse spot or something below the last A of America. From the pic the steps look not as nice as some 2003s, not sure how graders feel about that as a limiter.
Ummmm. They DID redo the Lincoln cent obverse in 2010 and indeed now it is extremely close to Brenners design, and early Lincoln's. Btw this post is great since it shows that even on a 70 we have a few here who call 67. Congrats to the MS70RD response....either ya got a good eye or a good memory. I think one thing that made that coin special was the flatness of the fields. Most dies are wavy
I have to admit I never handle change anymore (thanks to plastic) and was not aware the Mint went back to the OLD OLD design in 2010. Praise for that decision. I will have to go find a 2012 penny and take a gander.
Those spaghetti-haired zincolns from the early 2000's were just awful looking.

Was it downgraded? Did it spot? Was it just that area on the rev?
By the way, I hate the way they retooled the dies on the modern Lincoln. Talk about cartoonish looking!
