All transactions there are sight-unseen, so there are some risks in what you might end up getting in the mail. If you're buying PSA 10s, then you're probably not going to have a problem.
I've used them to sell a lot of random graded and raw cards that I didn't want to go through the trouble of listing on Ebay and selling individually.
Plus, the "buy" prices on that site are live offers, so that can be attractive if you want to sell something fast.

I'd say that it's safe. I've never had a problem with them. SportsBuy.com owns them. They bought it from Topps several years ago.
ThePit.com has some facility in Southern California where all these cards are stored. If you want to sell cards, you send them to them to "deposit" into your account. Any cards you buy on the site are transferred to your account. When you decide to cash out, you'll pay a fee and the cards are sent to you.
Have your friend read the Q/A section and he should get all the info he needs from that.
