My turn to rant about PSA

Ok, In early May, I was at the card show in Somerset, NJ and dropped off several submissions at the PSA table. One submission was for 8 hand drawn sketch cards. The cards have some value and I wanted to holder them to protect them, not to get a grade. The PSA rep said that they did grade sketch cards but stated that they could encase them in Green label holders, the same holder they use for children's softball cards. There is no set turnaround time for Green label, so I expected it to take awhile. Yesterday, I called PSA just for the heck of it to check on the status. Veronica got on and told me that they are sending me cards back not holdered because "We don't grade skecth cards". I told her I did not want them graded, just put in a green label holder. She then said "the cards are licensed cards and we don't holder licensed cards in a Green label holder" - I asked "so you will holder someone's kid's softball card in a Green label holder but not a sketch card? She said "yes" - I am fine with this, and was not charged ant fees but why did PSA accept the cards in the first place and why did it take PSA over 4 months to decide that they were not going to put the cards in a holder?? Very frustrating.
Does any grading company holder hand drawn licensed sketch cards?
