Advice needed, Paypal debited my account

I sold a set off of Ebay last week, the guy who bought it had me send him a Paypal invoice and he paid it. It was a fairly large amount of money. Today, I get an email from him saying he received the box but it was empty. Of course he also contacted Paypal and the put a hold on the money, now my account is in the negative. This guy is saying he is pretty sure someone at the post office messed with the box somewhere between me sending it and him receiving it. I sent it out signature confirmation so there wouldn't be any issues, so now is this all it takes for scammers to get their money back? I have dealt with this guy before and never had an issue, so maybe I have a slight thought that this guy is telling the truth and someone from the PO stole the cards. Now I'm out the cards and the money, any advice on how to handle this?
From what I can tell, 707 is the DOLLAR STORE compared to deans_cards. For what that guy charges, if I ever bought anything from him I would expect it to be delivered to me in a frickin' limo.

I received an empty box from SGC. Someone from the USPS had emptied the contents. I filed a claim and was paid.

A claim may be filed by:
a. Either the mailer or addressee, for damaged articles or articles with some or all of the contents missing.
2.0 Providing Proof of Loss or Damage
2.1 Missing Contents
If a claim is filed because some or all of the contents are missing, the addressee must retain the mailing container, including wrapping, packaging, and any contents that were received, and must, upon written request by the USPS, make them available to the local Post Office for inspection, retention, and disposition in accordance with the claims decision. Failure to do so will result in denial of the claim.

The item was signed for, called Paypal and they say their investigation can take up to 30 days. Meanwhile, my account is still in the negative and they want to turn in over to their collection department. I've done tens of thousands of transactions without a problem, now one guy is able to cause me major problems.

These are the type things that make Payapl seem so shady.
It is a joke to send it to collections.
collections, that in 30 days your's will close the case one way or the other.

They are criminal and protect scanners.
