"I have had the card looked at by local collectors as well and they agree the card is authentic. Since we are not collectors the card is being AS-IS"

LOL. He also has a fake 1952 Topps Mantle, and an "autographed" Griffey jersey with "no guarantee of authenticity."

Ya, this line, "Since we are not collectors the card is being AS-IS" got me too. That's basically saying "Since I know this card is a fake I am selling it AS-IS."

So, does Ebay/Paypal honor the "I don't know if it's authentic, but so-and-so says that they think it is, so no returns" statement if a customer gets the item, sees that it's fake, and files a claim?

There is no such thing as "no returns" on eBay.

How about in the "Description" portion of the ad ... where it states "ITEM SPECIFICS". Here is what he has:
    Item specifics
    Original/Reprint: Original
    Player: WILLIE HOWARD MAYS
