1900 O Barber Quarter...DDR?

got this raw today in a load of 90%--thoughts?Looks like it may have been exposed to a fire, a few of the other coins were pretty blackened.

    Strike doubling- the serifs on the T's and E are the giveaway- if it were actually a doubled die, those would show notching, meaning you'd see 2 points on them instead of just one.
