Photos of cert lookups -- weird?

In 2009 I submitted a batch of 8 coins (which I talked about on a thread here) and was mostly pleased with the results. What I didn't know at the time was that some of them were being photoed and had online images with the cert verification. But what seems odd to me is that I submitted 8 coins at the same time, and three of them have images on the cert lookup.

What is odd is that three of the eight (1870 IHC, 1886 3CN and 1866-S dime) have images on the cert lookups, and the other five don't. Is this normal and random, or did I get PCGS in a transitional period?
