OGR Walker,... overgraded, upgrade candidate or graded just right?

We all know that coins in OGR holders will often upgrade. Walkers aren't my series, but I think this coin is, as labeled, a 64. What do all of you think?

Nice luster, but way too many marks and knicks in the prime focal areas on the obverse.....the reverse looks nice, but the obverse carries the weight. The luster and the date (38D) likely carried it. I think it's on the low end of 64, and I don't think it would upgrade to 65 in anyone's holder.

Over graded in the current holder because of date and Mint mark.

A lot of chatter and a few fairly heavy digs. I sure wouldn't crack that one and send in as you may not like the results. I would say this is one has remained in that holder for a reason.

I didn't know that they often upgrade, and I don't think yours will.

The low-hanging, currently undergraded fruit in rattler holders has long been picked clean. What we have left are those coins that don't scream undergraded, have managed to avoid the regrade scenario from being hidden or having been in a safe collection and coins that simply made no financial sense to regrade. The WLH shown in this thread has potentially negative eye appeal due to the obverse spots and also plenty of chatter behind Ms. Liberty.

The 38-D was not struck very well, especially in the thumb area. This coin has got a very average strike for a 38-D----not a real standout. It has a soft reverse, too. It also has numerous marks but with decent luster. The bottom line----it's an accurately graded coin but with no chance for an upgrade. IMHO.

My grading opinion: 63 obverse equals 63.
