Most of the Meghrig holders I've seen have been kraft (light brown), and I've never seen any for individual year sets like that, just pages from an album which would hold two sets each. That all said, Meghrig did make a lot of holders in that style that would be around the same age, so that's as good a guess as any.

I had black Meghrig holders with year sets of coins placed into them that I purchased off of ebay (with the coins) back in the late 1990s.
