Another interesting 1965 SMS Lincoln......Error?

Is this considered an Error? Appears to be a strike through. looks like a clump of hairy fiber lay on the planchet when struck. There are some remnants of the fibers still on the surface. It appears that they reacted to the copper while sealed in the cellophane and the off gas caused the coin to tone. Of course, this is what I think happened.
How common are error coins in the SMS series? I wouldn't think there are too many out there.

edit: There was also a hoard of sms and proof errors that escaped (smuggled out of) the mint. There were many unbelievable errors in the group, and I've only seen a few.
