Poor out of country packing?

Has anyone who has purchased from overseas on Ebay been truly disappointed in the packaging of their item? I purchased a $40 old boxing card from a seller in Austria. The card arrived 18 days after shipped in a plain white envelope with absolutely nothing inside to protect the card. Not even a penny sleeve! I'm grateful the card looks as good as it did when I bid. But seriously, does anyone on these boards ever ship a card in that fashion?
