Question Regarding Crossover Terminology

Hi Folks,
I just had a question regarding Crossovers. If you put in place specific minimum grades (MS64, etc) and the PCGS "Result" shows as "DNC," does that mean PCGS would in fact "grade" the coin but that it would grade lower? Or is it still possible that they felt it had some sort of "problem" that would render it a "No Grade."
I just ask because I seem to recall on my prior submission last year that coins with "problems" in the opinion of PCGS were designated as such in the Crossover Result ("Cleaned", "Altered Surfaces", etc.) instead of simply "DNC."
Anyhow, hopefully this makes sense. Any insight would be appreciated.
