Well anyone really. In measuring side-to-side centering, I think it's easier to measure at the bottom of the picture box than trying to measure near his ear unless there is enough contrast between the photo and the border to determine where to measure from. Technically, I would think that his ear would not be the edge of the photo area, though I could be wrong.
I think you are going to find the card will grade a 6oc or perhaps a straight 5. The Banks is a very nice card though. I have had four Banks rookies from PSA 6-7.5. All of my Banks were always slightly off centered left to right but the ass side was the smaller sized border.

It looks 95-5 TB and 90-10 LR so a 7OC if its a 5. Looks to OC to be a straight 6 to me

How does it measure at the very bottom where you can see the picture box along his uniform?
