Help with bat ID

I need some help if possible. This is a 2004 All-Star Game promo bat. Anyone have any idea who Courtney Bates is? And anyone have any idea who signed the bat? Exhausted my Google skills without any luck. Thanks in advance.

    While I can't help you with the autograph ID, they probably had some stand at the 2004 AS Game Fanfest, where you could get your name engraved on a bat

    The bat is signed by Jason Lane.
