Why isn't paypal letting me issue a partial refund?

..From a sale on ebay, I want to issue a partial refund but paypal will only let me issue a full refund?

    there is a time limit to be able to issue a partial payment, could it be that? you may just have to pp gift it or cover the persons fees

    What did Paypal say when you called them and asked?

    If the original payment was funded by a credit card Paypal will not allow a partial refund.
    From what I can tell, 707 is the DOLLAR STORE compared to deans_cards. For what that guy charges, if I ever bought anything from him I would expect it to be delivered to me in a frickin' limo.
