OT: Tracking international ebay shipments?

I mailed out some items to Countries outside the US. When I look at ebay there is a number where the tracking usually is, I looked this number up and it is called a Customs Barcode Number.

Can the package be tracked by this?

I thought the only way to track an Intl. package was to send it express. Is there any other way?
