1975 vs. 2012 Topps Mini Baseball Question???

I don't collect, nor have I ever owned, any 1975 Topps Mini's... but I thought these new 2012 version(s) were the same size as the 1975 Topps Mini's. Am I wrong about this?
If I'm not, which I don't believe I am... why did PSA put this card in that holder???

Seeing these new cards in that type of encasement... really has me second guessing my desire to submit the 20-or-so cards I have here to be subbed in the not too distant future.

Edited to add: They're both suppose to measure 2-1/4" x 3-1/8".
Because of trimming issues, I measure the 75 mini's using the metric system for greater precision. Except for certain color combinations, a 75 mini measures 57 mm wide by 80 mm tall. I've never seen much variation in the width (i.e., they are always dead-on 57 mm wide), but the height can be over 81 mm. 75 mini's greater than about 80.5-81 mm won't fit in a "mini" holder and will instead be put in the standard holder like the 2012 card shown. One other thing to consider is the thickness of the card stock of the 2012 relative to the 75 mini's. I'm guessing the 2012 card is thicker, so if it's 80 mm tall it still may not fit well in the standard mini holder due to its thickness. Just a guess. Perhaps you can use this info as a guide in deciding whether to submit the rest of your cards.
