Premiums on proof panda gold

I was at a coin shop yesterday that had a 1988 proof panda gold set, missing the 1/20th oz and coa. I did some online research; it looks like these are listed over $4000 on ebay. I checked with a dealer who offers 5% gold as is or 10% over with complete set. Is this fair?

    Please clarify what you mean. Are you saying that the dealer buys proof gold Pandas at 5% over melt, or that he is selling this set at 5% over melt?

    make sure you can tell regular strikes apart from proofs first, I just sent in some gold pandas of all sizes to pcgs and some are coming back as proofs....I had no idea they were. Many of the regular issued pieces are very PL.

    The dealer offers for sets without coa for 5% over metal and 10% over metal with coa.

    Panda America was offering just the spot price on the five piece set without cerficate of authenticity, more with it.
