1981 Topps Scratch Offs. What's going on here?

I'm not sure when PSA decided that 81 Scratch-Offs could be completely scratched off and still receive high grades, but IMO it doesn't look very good that 4SC is the beneficiary of this decision.
Carter PSA 9
Molitor PSA 9
,, and there are others.

As most player collectors will tell you that Scratch Offs are some of the more difficult 80's odd-ball cards to find in high grade. Most of the difficulty is finding copies that don't have marks or chunks taken out of the scratchable portion of the card. Allowing a card to be modified from it's original form, slabbing it, and not placing a notation on the flip is bad for business IMO.

Here's what they should look like.

    That is quite strange. I can see a player/set collector wanting one of each version (unscratched/scratched), but the scratched should not be graded just as the unscratched, that's for sure.

    It looks like a mistake on PSA's part. Those cards look like they never have the coating applied to begin with which would make them ungradeable in my opinion or at least gradeable with a message like "PROOF" added.

    Ah yes. Now I remember posting this thread in 2015, using said time machine, back before I posted my initial response, so I could respond to myself now. Must have skipped my mind. lol

    I think you are right about the coating not ever being on the 4SC examples. I took a couple of extras that I had sitting around and tried to get the coating off cleanly. Unless they had a solution that dissolved it, I don't think it's possible to get it off clean.

    I've seen a few examples without the scratch-off over the years. Not unusual although I agree that there should be a notation for "Scratched" and "Unscratched." Not sure if they still do this for the 1980-81 Topps hockey or not, but they used to (also the same for Refractors with and without "film").
