When Grading Topps Tiffany Cards

I picked up nice lot of Topps Tiffany Sets. I was curious how much, if any "specks/specking" is allowable in receiving a PSA 10. Does anyone have experience subbing Topps Tiffany? Any insight would be great. I appreciate your time in advance!

    I have had cards with specks receive a grade of 9, but never a 10.
