Shipping to Canada

I do not ship internationally. I have shipped to Canada in the past, but it has been a while.
I have an Ebayer that wants to bid and he is from Canada. It is not a super expensive item, but it is not cheap enough that I don't want to risk loosing a dispute. The item will probably go for about $30 to $50.
The issue is delivery confirmation. I understand that you can ship card to Canada for not much more than to the US, but it doesn't have delivery confirmation. The last time I tried to use Ebay shipping (a couple of years ago) to Canada, it was very expensive (something like $15 to $20) because of delivery confirmation.
Has the price changed?
How much is it to ship a card to Canada using Ebay shipping with delivery confirmation?
Does Paypal require D.C. when shipping to Canada? I am pretty sure they do.
Any help on this issue would be appreciated.
