It's not a variety. It's a post mintage alteration.

Counterstamp of some sort. Rotate it so that the fleur-de-lys is at the top, and you have the four cardinal compas point in another language. N and S for North and South are the same, that could be an E for East, and the O is for Ouest or something like that.

Note the three stars above the memorial.
