Should PCGS encapsulate this item??

Do you think PCGS should encapsulate this medal?? It has always puzzled me why they won't grade/holder more Mint Struck medals which are important Numismatically. This is one of them.

Perhaps there is a difference in opinion on "important Numismatically"?
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
There have been a few requests for PCGS to grade H&K listed SCDs over the years, but I'm not sure the market is attractive / large enough yet.
The requests to encapsulate H&K listed SCDs is similar to other things ATS encapsulates but PCGS does not: Conders, HTTs, Heraldic Art medals, etc.
there are some others i wish they venture with too...
