Okay, I also saw the auction you're referring to and I came to the conclusion independently that it was not the DDR. Now this auction that I won last week is the opposite - a DDR that was not indicated on the holder. The attribution is pretty clear if you use the eBay zoom features, but I grabbed the smaller photo from the auction to ilustrate how to attribute these from small or blurry photos.
When I'm trying to cherrypick this variety on eBay, the first place I look in any photo is the space just to the left of the longest wing feather (#1). Even in low grades you will see the doubling there, it looks like a raised line running along the left side of the feather. The left side of the legs (#2) and the trunk of the olive tree (#3) (sic - is that an olive tree?) are also good places to see the doubling, at least with a little practice. If I think I see doubling in those areas I'll try to confirm by looking at E PLURIBUS UNUM (#4). In low grades all of the letters in PLURIBUS will look tall except the P, and the holes in the letters (like the R and will be indistinct. You should also be able to see faint notching at the top of the L and the bottom right leg of the M in UNUM.
I've picked maybe half a dozen examples of this variety off eBay in the last couple of years, in grades from fine to mint state. I'm practiced enough at spotting them in low grades that I seldom pay more than melt, I assume because nobody else was able to make the attribution. </humblebrag>

i'm leaning towards it is not fs-801
the camera and/or coin movement is creating a shadowing effect of the devices making it look like doubling
if it is a ddr even if it isn't 801, i'd be pretty surprised
