Paypal Refund Question Situation

Not too long ago I won a few eBay auctions. As usual I paid immediately. Within a couple of minutes I realized that I sent the money from the wrong account. I then sent each of the sellers an email telling them the situation and asked if they could refund the payment and I would pay again from the correct account. Each of them had no problem with it and issued the refund. Paypal has decided to put these refunds in a temporary hold status so that they can 'review' them before releasing the funds to me? My question, is why would they have to do that? If a seller refunds money (less than 30 minutes after the payment was made) why would an ACH transfer still happen and who gives them the right to hold my money for a little while longer?
Has this happened to anyone else?
