See the fine die scratch on reverse, from bottom tip of the right wreath stem to the foot of the E of ONE ? That combined with the engraved TF pattern of the A1f reverse identifies this as VAM 17. The VAM 12 and VAM 16 share slightly different stages of the A1f reverse. The VAM 12 is extremely scarce at MS-64 grade (only 1 reported MS-65 certified), with VAM 16 next scarcest and VAM 17 common.
