How would you deal with this PayPal problem?

My mother's business (in CA) sold around $100 of merchandise to a buyer (on the east coast) who paid with PayPal [not an ebay transaction].
The buyer's address was a confirmed address, and the merchandise went out the next day, with delivery confirmation and insurance.
4 days later (Sunday), the buyer emails her, irate because he checked tracking, and notice was left at his former address - which is in a different state from where he now lives.
He moved 2 years ago, and never bothered to change his PayPal address.
Today, he emails her that he will try to get the item forwarded to him by the post office, and if they cannot do so, it will be returned to her business as undeliverable. A few minutes later, he opens a PayPal Item Not Received dispute (5 days after shipment). PayPal has already
What would you recommend she do? I am concerned that he will get the package forwarded, keep the merchandise, and then win an INR claim with PayPal because the tracking will show that delivery was made to a zip code other than that listed in the confirmed address.
