PCGS PR63?

Is this a real PCGS slab? I can't believe this coin could grade PR63 with artificial-looking toning and all those hairlines. Maybe it's just a bad photo. The cert. # checks out.
Note, this is not intended to be a knock on the dealer. I have bought from them before and I did very well. I am just suspicious of the authenticity of this holder.

I think coin and slab are Genuine and should be in that type of holder now.

That's a circulated proof. Bad day in the grading room I'd assume.

Circulated why? From those pics, I don't see any obvious wear or shiny areas on the high points such as the eagles talons, leg feathers, neck feathers, edges of shield, nor any wear on the obverse. I also don't see in those pics the numerous small contact marks a circ coin typically has.
I think it's just harsh lighting bringing up everything.

Let's face it, proof 63 seated coins typically have plenty of hairlines. I rarely see 63's that I like, in any holder. That's why I only tend to buy 64's or higher.
This has more than some others. Even the 65's have some hairlines. And the 61's and 62's can be considered "damaged" for lack of a better term as most
of those are just covered in heavy hairlines. The halves and dollars might look more gross because of the much larger fields. The half dimes and dimes can
much better hide the same % of hairlines and not look so bad to the naked eye.
