I'm not sure there was any question of whether you needed to pay for the First Strike designation or not? Can you provide more info as to specifically what your question pertained to, so that your post is more useful to the board's general population.

Look in the PCGS announcement page, it shows the available labels and quotes $30 per coin.
So basically, according to the announcement, it'll be $30 per coin regardless of which label you choose, FS, standard, etc with mercanti available only through bulk with a 15 set min.
Thus, even those sets which are not FS eligible will be $30 per coin with the designation on the label.
I just called PCGS Customer Service to clarify my confusion of these special labels and regular, plain, first strike labeling and the costs involved.
He says: Service fee +$18, or $32 per coin, for the Flag first strike label $30 per coin for the Mercanti signature first strike label but must be a bulk order. Includes service fee.
Numbers to use on your submission forms for First Strike designation: Proof - 513093 Reverse Proof - 513095
