It's not for sale but I have an 1903-S GSA Blue Pack that would grade XF40-45 in my opinion........anyone have an idea of what this may be valued at in todays market?

Assuming it graded as expected you'd tie the top of the tiny population heap of 5 which have been seen ATS.

I would expect somewhere between $2,000 and $5,000 dependent on grade and the audience you could get for the coin.

There are only 5 of these graded in the GSA soft pack. One graded VG8 sold in May 2010 on eBay for $307. I bought mine for $400 and it graded VF30.

I would estimate that your coin would bring $400 to $600 at auction or on eBay. If you got lucky and had a couple of bidders chasing it, you might get up to $800, but, in my opinion, that is the top of the price range for your coin.
