    I can't say if it's missing clad layers but wouldn't there also be nothing showing through beneath the circulation wear if it was plated after it had the wear? I'm thinking that might not be a good way to conclude if it's missing layers or if it was plated. I'd try getting it weighed. If you don't have a good scale you might ask someone with a scale at any show to weigh it for you.

    Hope it turns out to be missing layers, that would be a cool error coin! Good Luck!
