Need phone# to buy on eBay?

I won a rack pack and went to pay but it said I had to have a phone # with mailing address? This is the first time i ever heard such a thing.is this something new or a Ebay seller who has been screwed with people not paying? I have over 500 transactions so its not that i have low feed back.     Do they require your phone number or a phone number (random generated)?

    It might have to match your phone number with your method of payment (bank account and/or credit card) for extra security.
