Advice Needed: Package not received, go through PAYPAL or CC

First time this has happened. I purchased a card from China, USPS tracking has been stuck on "Origin Post is Preparing Shipment" since 5/31.
I'm going to file a request for refund/credit, is it better to go through PayPal or CC (paid w/ AMEX).

Any advice is appreciated. Thanks.

    If you bought it from a legitimate seller then contact the seller with your concern. It may be normal to take that long or there could be another issue. Keep your eye on the time you have to file a claim and give the seller an opportunity to issue a refund prior to opening up a case with Paypal. You would only have to deal with your CC Co. if the seller and Paypal won't give you back your money.

    You may want to find out how much time you have to file a claim with AMEX.

    I just want to add that it may take forever to get your claim finished from Paypal, so you may have to be patient, extremely patient. There are also a bunch of idiots at Paypal, so don't be surprised if you end up talking to one of them. I had what I thought was an open/shut case where basically, the seller never shipped the item, and I asked for a refund. The seller gave a partial refund, and then said he didn't have the money to give me the rest of the refund. I filed a case w/ Paypal. It went something like seller gets two weeks to respond, and then Paypal can review the case for another two weeks. Then when I talked w/ a Paypal rep after the seller already told Paypal that he didn't have the funds, the guy said that they couldn't do anything about it, and I should probably just start thinking about filing a small claims court case. I said, what about just doing a chargeback to his bank account? The guy said Paypal couldn't do that. He said that two weeks was the MINIMUM amount of time that Paypal had to make a resolution on the case, but it could take a lot longer than that. I kept telling him, what's there to decide? The seller already said he wasn't giving the rest of the refund. Paypal said, too bad, nothing they could do if the seller doesn't have funds. I asked to speak to a supervisor, and the guy kept asking me why I wanted to talk to a supervisor since they'd tell me exactly the same thing. I insisted, and when I talked to the supervisor and told her the story again, she agreed w/ me, and immediately refunded me the rest of the money. So let me just say, GOOD LUCK!

    I'll definitely check on this, I'd much rather deal with AMEX than PayPal.

    Had an issue where I paid for an item thru paypal...also using AmEx. Didn't know it was coming from China.
    Arrived and it was a complete pos so I returned it. Seller said they didn't receive. Opened a case with Paypal. They
    reviewed and within a couple of weeks I had my money back. Didn't have to deal with AmEx and as long as I had the
    proof it was returned there was no issue. Never had and issue with PP so maybe I'm just lucky.
    Just my two cents.
